However, there are many new steps to be taken, from small and medium-sized companies to large companies. 2019 also pointed out that state-sponsored cyberattacks will continue continued. Cyber attacks triggered by geostrategic tensions have affected various sectors of many countries, especially defence, infrastructure and finance. While many countries, including China, the USA, Iran, Russia, Malaysia, North Korea, South Korea and Pakistan, were exposed to government-sponsored cyberattacks, many foreign firms were exposed to ransomware attacks. In this context, with together 2020 Turkey to accelerate work in the national cyber security field, National Cyber Incident Response Center Ni (USOM) has been actualized. The purpose of establishing USOM, implemented by the Information Technologies and Communication Institution (BTK), is summarized as follows:
- Ensuring national and international coordination in response to cybersecurity incidents in Turkey,
- Providing communication between all actors on the Internet and international organizations, research centres and the private sector,
- Establishing national and international coordination to protect critical sectors through alarms, alerts and announcements interested cybersecurity incidents.
Internet control
One of USOM's main tasks is to detect threats that appear on the Internet and to take the necessary precautions to eliminate these threats. USOM is integrated with Berqnet Firewall, a local UTM (Unified Threat Management) device. UTM represents devices that offer multifunctional security functionality in a network. Berqnet has these functions: Anti-virus, Anti-spyware, anti-spam, firewall, intrusion perception and Prevention, content filtering and attack prevention. Thanks to the integration of USOM and Berqnet, all domains that contain threats on the Internet are automatically removed. USOM analyzes all threatening and suspicious addresses and updates the list of banned web pages.
Response to Cyber Incidents
The National Cyber Incident Response Center, affiliated with USOM, is located in Ankara. Institutional and Sectoral Cyber Incident Response Center (SOME), which started its activities within USOM, consists of corporate and sectoral teams. It provides coordination between some institutional ministries, independent public institutions and Information units and other public institutions. The financial sector coordinates telecommunications, transportation, energy and other critical services. USOM 150 thousand last year's cyber attacked Turkey has 150 employees to protect their critical sectors. besides, more than 1200 people in the public and private sectors are working with special response teams. USOM working with local software called Avcı, Azad and Hurricane, indigenous mobile operators to respond to cyber incidents as earliest as possible; It works in communication with Türk Telekom, Turkcell and Vodafone.
